Mr. Chris Simelane (Human Resource Manager) Workplace Skills Plan : Training needs of the employees were identified by means of a skills audit. The needs were prioritised in order to align them with the training and development budget. Umzinyathi District Municipality staff members will be capacitated in order to render effective and high level of service delivery. Departmental training needs as well as organisational and sectoral needs were identified. Training and Development will ensure that staff members are competent when performing their duties.
LED Learnerships are heading towards completion by September 2008. It is envisaged that learners will from this development programme find the employment in the market place as LED is the most scarce skill.
Skills Programmes : Three skills programmes were under taken to keep the Organisation in the know how. Firstly it was the I.D.P, where Councillors and Officials from Umzinyathi District Municipality, Endumeni Municipality and uMvoti Municipality took part in learning more about the Integrated Development Plan and how it helps in running the Municipality as a whole. Secondly it was the Local Economic Development skills programme where Councillors and Officials from the three Municipalities (Umzinyathi, Endumeni & uMvoti) took part in the programme. Thirdly, a Proiect Management skills programme was held. All participants were thrilled by this project and by the fact that they added valuable information to their repertoire. As these skills programmes were introduced it was all part of empowering our employees in order to have good service delivery to our communities at large.
Employment :
Appointments : Umzinyathi District Municipality engaged in the restructuring of the organisation at the end of the last financial year. In the beginning of this financial year it embarked on filling of vacant positions. The organogram was developed and adopted by Council earlier this year. It is hoped that the restructuring of the organisation will ensure full staff compliment in the departments for improved service delivery.

Resignations : With every learning experience, people grow and search for greener . pastures. It is with great loss to uMzinyathi District Municipality that employees leave the organisation at the time when their skills have been developed and are most required, although no individual employee is believed to be indispensable.
Performance Management System :Performance Management System has been introduced starting with Section 57 employees and cascaded down to the entire organization. Staff members will now have their performance assessed on the basis of their duties and responsibilities.
